Chris Wilczewski: You can do 2d style animation in blender also. Freestyle rendering also help you create cool 2d effects in blender. Just google "blender freestyle" for tons os samples.I dont know any free 2d program that works like 3d programme but the closest would be anime studio pro. It is vector based and the animation can be done using bones, plus to give ur 2d animation the depth you can actually place it in a 3d environment. Renders through camera.
